Draft legislation aimed at preventing the development of “artificial superintelligence systems” has been introduced in the UK Parliament.
The Artificial Superintelligence Security Bill was drawn up by ControlAI, a non-profit organization warning against the “extinction risk” posed by superintelligent AI, and introduced as a private members’ bill by Labour MP Alex Sobel.
What the Bill Proposes
If passed, the bill would curb development of AI systems that “can cause serious damage to the security of the United Kingdom because of its capability to neutralise, displace, circumvent, subvert, or render ineffective relevant human authorities in the exercise of their functions”.
The legislation provides for new criminal offences to underpin the ban, with possible penalties including large fines or imprisonment. The UK government would also face a duty to seek international agreement on a global ban on superintelligent AI development.
“No company, government or individual knows how to keep superintelligent AI under human control,” Sobel said in Parliament. “It would not be a tool that we can leverage but an entity in its own right, capable of improving itself, replicating itself and resisting attempts to shut it down”.
While private members’ bills rarely become law in the UK, the proposal reflects growing concern about frontier AI risks. ControlAI is reportedly working with legislators in other jurisdictions, and US Senator Bernie Sanders is expected to introduce similar legislation.
