The competition to shape the future of AI is spreading beyond Silicon Valley and China’s major technology hubs. Saudi Arabia and the United Arab Emirates are investing in what is often called sovereign AI: the ability to run important AI services using infrastructure, computing capacity and data arrangements that they control themselves.
A recent Asia Times analysis describes two competing offers to Gulf governments. US companies have a strong position in advanced AI chips, leading models and large-scale cloud computing. Chinese providers offer alternatives in cloud services, telecommunications, smart-city technology and other digital infrastructure, often with a different price and deployment proposition.
Why the Gulf matters
Building competitive AI systems requires more than a clever model. It requires chips, electricity, data centres, reliable networks, skilled workers and long-term investment. Wealthy Gulf states can finance major infrastructure projects and see AI as a way to diversify their economies beyond oil and gas.
For these countries, local AI capacity also has practical value. It can support Arabic-language services, public administration, healthcare, finance, industrial development and national-security applications. Having domestic infrastructure may also give governments greater control over where sensitive data is processed.
The geopolitical dilemma
Choosing a technology partner is not simply a question of which system performs best. Advanced chips, cloud platforms and AI models can be tied to export controls, security commitments and diplomatic relationships.
Gulf countries therefore have an incentive to diversify rather than rely entirely on one supplier. But operating across different technology ecosystems can introduce compatibility problems and make security oversight more complicated.
The bigger story: the international AI race is becoming a contest over infrastructure and influence, not just model quality. Countries that supply the computing layer may shape how other nations develop and deploy AI for years.
