France’s Scaleway plans an AMD-powered AI supercomputer in Sweden

French cloud provider Scaleway has announced plans to build an AI supercomputer in Sweden using chips from American semiconductor company AMD. The announcement was made at Scaleway’s annual AI conference in Paris on Tuesday.

Reuters reports that the system will use AMD Instinct MI355X accelerators and is intended to be commercially available to start-ups, AI developers and businesses across Europe. Scaleway describes it as the first commercially available AMD-based AI supercomputer in Europe.

Why does Europe need more AI computing capacity?

Modern AI systems require large amounts of specialised computing power. Training a sophisticated model can involve processing enormous datasets across many high-performance chips. Running an established model for millions of users also requires substantial computing resources.

For European businesses, access to this infrastructure can be a limiting factor. Smaller companies may not have the money or technical expertise to build their own data centres. Renting computing power through a cloud provider offers an alternative.

More infrastructure within Europe could therefore help AI developers test models, train systems and operate commercial services without having to build their own facilities.

However, the location of a data centre is only one part of the picture. Customers must also consider ownership, contractual arrangements, access controls, data-processing terms and the location of the services handling their information.

Why choose AMD rather than Nvidia?

The system will use AMD’s Instinct MI355X accelerators, which compete in a market dominated by Nvidia’s AI hardware.

Hardware is only one part of the equation. AI developers also depend on software tools that allow their models to run efficiently on particular chips.

AMD supports the ROCm software ecosystem, which is open source and supports widely used AI development tools. Nvidia’s CUDA ecosystem is proprietary and widely adopted. The availability of a credible alternative could give developers more choice, although switching between platforms may still require engineering work.

For customers, the real test will be how well the system performs with their specific models and workloads, what it costs and how easy it is to operate.

Why was Sweden selected?

Scaleway cited Sweden’s relatively low-carbon electricity supply and its growing AI sector as reasons for choosing the country.

Energy is becoming a major consideration for AI infrastructure. Large computing facilities need reliable electricity and cooling, and their operating costs can depend heavily on local energy conditions.

Scaleway entered the Swedish market earlier in 2026 through a partnership with telecommunications company Tele2. The new supercomputer would extend that presence.

According to Reuters, the system will be assembled and maintained by Bull, with servers, networking, storage and cooling supplied by other technology partners.

Does this make Europe technologically independent?

Not completely. The chips are designed by an American company, and the wider supply chain includes international suppliers. Nevertheless, European ownership or operation of cloud infrastructure can give businesses additional choices about where and how they run AI workloads.

This distinction matters. Technological independence does not necessarily mean producing every component domestically. It can also mean avoiding excessive reliance on a single provider, having alternatives available and retaining the ability to move workloads between systems.

What happens next?

The announcement concerns a planned system, so its eventual impact will depend on construction, availability, pricing and performance. European AI companies will need to evaluate the service against other cloud options once it becomes available.
